Renting a Park or Facility

  1. Applicants must complete a Facility Use Agreement (FUA) for all facility or park reservations or rentals. Reservations are taken Mondays thru Thursday from 9:00am-5:00pm at Hook Community Center Recreation Office, 14973 Joshua St., Victorville, CA 92394, telephone: (760) 245-5551. All reservations are first-come, first-served.
  2. The security deposit is due at the time the FUA is completed and returned. All remaining fees are due at least 14 days prior to the scheduled event date. Failure to pay fees on time will result in the loss of your reservation date.
  3. Facilities are available for rent from 8:00 a.m. to midnight only and may be made no more than 6 months in advance. Park rentals must coincide with the particular park’s hours of operation and may be made no more than 6 months in advance. Reserved time must be continuous and includes set-up, decorating and clean up.
  4. Facility rentals include the use of tables and chairs. Set-up is not provided. Facility and park reservation fees may include rental fees, security deposits, liability insurance fees, restroom fees, and security guard fees. Note: Payment of fees only reserves the date of use, however, the actual rental is not guaranteed until approved by the Recreation Services Manager.
  5. The number of event attendees is limited as listed on the FUA. Exceeding the attendance listed on the FUA can result in loss of fees and cancellation of event. Special arrangements are needed for groups exceeding 100 people and may include additional restrooms, trash receptacles, etc. Please contact the Recreation Office for maximum attendance limits at particular facilities and parks.
  6. The number of advance reservations by any individual, group or organization may be limited, at the discretion of the Recreation Services Manager, to discourage monopolization of any facility or park in the best interest of the public.
  7. The City may, at its discretion, require the applicant to obtain $1,000,000 combined single limit General Liability Insurance. Liquor Liability insurance in the amount of $1,000,000 is required for all events at which alcohol is present. Both General and Liquor Liability policies must name the City of Victorville as additional insured and may be purchased through the City. Failure to indicate on FUA that alcohol will be present, when it is present at an event, is cause for forfeiture of fees and cancellation of event.
  8. Security Guards are required at all City facilities in which alcohol is served or at events when recommended by the Victorville Sheriff’s Department. The security guards shall be present for the full length of the event and are required to remain on-site until all attendees have left the premises. The City will make arrangements with a local security firm; however, the applicant shall assume the expense for the security guards.
  9. Applicant will be responsible for all damages, and shall be responsible to the City for any loss or damage to City property. Applicant is responsible for leaving the facility or park in a clean and orderly condition. The deposit, or a portion of, may be withheld if the facility or park is not clean and/or is damaged. Deposits will be refunded by mail within 3 – 4 weeks after the event.
  10. Refund of fees subject to charges. To request a refund, cancellations must be made 7 days prior to the rental date. A $15.00 cancellation fee will be charged on all facility rental refunds. A $6.00 cancellation fee will be charged on all park rental refunds. The Recreation Services Manager must approve any refund request submitted within 7 days of the event. If approved, an administrative fee of 15% of the total fees will be charged.
  11. A bounce-house is subject to approval by the Recreation Services Manager and the bounce-house vendor must have on file in the Recreation Office, a Certificate of Insurance for $1,000,000 General Liability, naming the City of Victorville as additionally insured, along with the specific site address.
  12. No advertising shall be exhibited, no petition shall be circulated, and no solicitation or sales shall be made at any City facilities or parks without prior approval of the Recreation Services Manager. No advertisements or promotional materials are to be posted on telephone, power, or light poles, or on City buildings or structures. Violation is cause for forfeiture of fees and cancellation of event.
  13. Requests from promoters or contractors involving performances by individuals or groups with whom separate contracts are made will require that copies of such contracts be made available to City staff for inspection. If the event involves any types of performance, such as music, poetry reading, etc., the lessee warrants and represents to the City of Victorville, that use of the facility will not result in an infringement of any right protected under Item 17 of the U.S. Code (copyrights) and that the lessee will be solely responsible for the content of any performance at the facility or park.
  14. The Recreation Services Manager may refuse reservation or rental privileges to any individual, group or organization, if their previous use history reflects negligence or irresponsibility.
  15. State Law does not permit smoking in any City facility or park structure. Failure to comply will result in forfeiture of fees and cancellation of event.
  16. All alcohol permitted at facilities which are not located on City parks must be confined to the designated multipurpose room within that specific facility. All persons consuming alcohol must be at least 21 years of age. Security guards or City staff may request identification. Failure to cooperate will result in forfeiture of fees and cancellation of event.
  17. Pursuant to Chapter 14.04 of the Municipal Code, it is unlawful to:
    • Consume alcoholic beverages in any City park.
    • Light or maintain any fire; or cook, prepare or serve any food; except at a barbecue or other place provided for that purpose.
    • Disturb the peace and quiet by any loud or unusual noise. Electrical instruments and DJ equipment are not allowed, unless used for a City-sponsored event.
    • Hold or conduct any picnic, celebration, gathering, assembly, or meeting of any group over 25 persons without a permit (FUA).
